to order someone not to do something; to not allow something
「for（のために）bid（入札する）」のを「禁じる」と覚えるのは間違い。for-は否定の意味。
例文
Company regulations forbid the use of personal devices for work.
会社の規則は、業務用に個人所有のデバイスを使用することを禁じている。
forbid A from doing B（AがBするのを禁じる）の形も頻出。
